What are general principles of law?

2. Principle of Impersonality
“"It can be summarized as a prohibition on public administrators acting according to their personal conveniences and ensuring that all acts of Public Administration should not be carried out to privilege any specific individual."”
3. Principle of Morality
“"Its main idea is the concept that, even if the Public Administration acts in accordance with the law, it must do so within the dictates of administrative morality."”
4. Principle of Publicity
“"It puts an end to the notion that the acts of Public Administration must be public, without secrecy (except when the law so determines), and that administrative acts cannot be used as a means of self-promotion by administrative agents."”
5. Principle of Efficiency
“"It can be viewed from two perspectives: the first focused on the way public officials act, who should use the fewest resources possible and achieve the best results; and the second in relation to the Public Administration itself, which should organize and structure itself using the greatest possible rationality in order to achieve the best results of excellence."”
