{"id":13720,"date":"2025-11-26T09:16:01","date_gmt":"2025-11-26T12:16:01","guid":{"rendered":"https:\/\/eseg.edu.br\/noticia\/alunos-da-eseg-participam-de-palestra-sobre-rigidez-orcamentaria-e-projecoes-fiscais\/"},"modified":"2026-06-03T18:09:51","modified_gmt":"2026-06-03T21:09:51","slug":"alunos-da-eseg-participam-de-palestra-sobre-rigidez-orcamentaria-e-projecoes-fiscais","status":"publish","type":"noticias","link":"https:\/\/eseg.edu.br\/en\/noticia\/alunos-da-eseg-participam-de-palestra-sobre-rigidez-orcamentaria-e-projecoes-fiscais\/","title":{"rendered":"ESEG students attend lecture on budgetary rigidity and fiscal projections."},"content":{"rendered":"<p>On the evening of November 24th, ESEG College hosted the lecture. <b>\u201c&quot;Budgetary rigidity and prospects beyond 2027&quot;,<\/b> The presentation was given by Alexandre Augusto Seijas de Andrade, director of the Independent Fiscal Institution (IFI), a body of the Federal Senate responsible for producing analyses, projections, and studies on the country&#039;s public accounts.<\/p>\n<p>The meeting was organized by Professor Robson Pereira, in conjunction with other faculty members from ESEG, such as Professors Francisco Carlos (Economics) and Edison Feghali (Business Administration).<\/p>\n<p>At the start of his presentation, Alexandre emphasized that the lecture aimed to make economics a more enjoyable and accessible subject, as well as presenting real-world scenarios and sharing professional experiences with the students.&nbsp;<\/p>\n<p>To that end, he brought up essential topics for understanding the current state of public finances, such as:<\/p>\n<ul>\n<li>Fiscal responsibility and its challenges;<\/li>\n<li>Spending cap, its trajectory and changes over the last few years;<\/li>\n<li>Fiscal transition and post-pandemic adjustments;<\/li>\n<li>Fiscal framework, which establishes limits and rules for the growth of public spending;<\/li>\n<li>Impact of the minimum wage on mandatory expenses, such as pensions, unemployment insurance, and salary bonuses;<\/li>\n<li>Pressures on the budget following the pandemic, with increased spending and changes to the rules;<\/li>\n<li>Inconsistencies in fiscal management, especially with changes in targets, exceptions, and deductions provided for in the legislation.<\/li>\n<\/ul>\n<p><i>\u201c&quot;Understanding these scenarios helps students and future professionals visualize the real impact of government decisions on the fiscal framework.&quot;\u201d<\/i>, &quot;Alexandre highlighted.&quot;.&nbsp;&nbsp;<\/p>\n<p>During the lecture, students learned that to perform fiscal projections, it is always necessary to work with three scenarios: the base scenario, an optimistic scenario, and a pessimistic scenario. This methodology is used to build more accurate estimates and guide technical analyses.&nbsp;<\/p>\n<p>By presenting forecasts of different economic scenarios, the speaker showed how government decisions directly influence the country&#039;s fiscal future. Alexandre further summarized the topic with the following phrase: <i>\u201c&quot;In politics, what is approved is what is possible, not what is ideal.&quot;\u201d<\/i><\/p>\n<p>Student Alberto L\u00facio Barbosa Jr., in his 8th semester of Economics and pursuing his second degree, highlighted the importance of the topic: <i>\u201cTax issues are complex and are always on Brazil&#039;s agenda. I, personally, was very interested in the legal discussions and how economics, law, and politics connect.
